Compromised
It is hard to pinpoint who or what group of government leaders were compromised first. It could be said that the Whiskey Rebellion was the first time the National government showed force against their own people. One of the enumerated duties is:
Article I Section 8 Clause 1 of the Constitution reads:
The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States
How did the United States get the authority to go after the people? By all writings and agreements, they did not have the authority. But, the United States military and government was broke due to the Revolutionary war.
The States were not fond of enforcing the tax. So, Washington took care of the opportunity. Yet, it will get worse as a result of the commercial mercenary conflict later called the “Civil War”.
So it is important to ask - where, or more importantly what is the United States?
In previous articles we have discussed the definition of United States. However, for clarity, we will cover it again to keep it fresh in the minds of mankind.
First:
[T]here is no such thing as a power of inherent sovereignty in the government of the United States. It is a government of delegated powers, supreme within its prescribed sphere but powerless outside of it. In this country, sovereignty resides in the people, and Congress can exercise no power which they have not, by their Constitution, entrusted to it; all else is withheld. . . . Julliard v. Greenman, 110 U.S. 421, 467 (1884).

TITLE I.—INCOME TAX.
. . . PART III. —GENERAL ADMINISTRATIVE PROVISIONS.
. . . SEC. 15. That the word “State” or “United States” when used in this title shall be construed to include any Territory, the District of Columbia, Porto Rico, and the Philippine Islands, when such construction is necessary to carry out its provisions. “An Act To increase the revenue, and for other purposes,” Ch. 463, 39 Stat. 756, 773, September 8, 1916.
Third:
TITLE II. —ESTATE TAX.
SEC. 200. That when used in this title—
. . . The term “United States” means only the States, the Territories of Alaska and
Hawaii, and the District of Columbia; . . . Id. at 773.
Fourth:
TITLE III. —MUNITION MANUFACTURER'S TAX.
SEC. 300. That when used in this title—
. . . The term “United States” means only the States, the Territories of Alaska and
Hawaii, and the District of Columbia; . . .
Fifth:
We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
Figure it out yet? Where is the United States? Is it in your state [“geographic boundary”]? Is United States the same as United States of America, The United States of America, States of America, States, or states?
It should start becoming clear that each has a different meaning and with it, different limitations.
The ONLY jurisdiction the National Congress, Senate, President, and Supreme Court have jurisdiction over is what? The United States.
What is included in the United States?
When we talk about taxes within the enumerated duties, here is how that topic reads in the Constitution:
Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons. The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative; and until such enumeration shall be made, the State of New Hampshire shall be entitled to choose three, Massachusetts eight, Rhode-Island and Providence Plantations one, Connecticut five, New-York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia three.
Based on the above, the States and States of States can be directly taxed based on the number of free ‘Persons’. We have tackled ‘Persons’ or ‘persons’ extensively in the past, so, let’s verify ‘State’ as defined in the U.S. code.
First:
SEC. 3140. The word “State,” when used in this Title, shall be construed to include the Territories and the District of Columbia where such construction is necessary to carry out its provisions. Revised Statutes of the United States . . . 1873–’74, Title XXXV Internal Revenue, Chapter 1 Officers of Internal Revenue, p. 601, approved retroactively to December 1, 1873, as of the Act of March 2, 1877, amended and approved as of the Act of March 9, 1878.
Second:
The Internal Revenue Code of 1986, i.e., Title 26 U.S.C., provides, in pertinent part:
§ 7701 - Definitions
(a) When used in this title, where not otherwise distinctly expressed . . .
. . . (9) United States
The term “United States” when used in a geographical sense includes only the States and the District of Columbia.
. . . (10) State
The term “State” shall be construed to include the District of Columbia, where such construction is necessary to carry out provisions of this title.
. . . (c) Includes and including
The terms “includes” and “including” when used in a definition contained in this title shall not be deemed to exclude other things otherwise within the meaning of the term defined.
Third:
“The term ‘State’ means any State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and any possession of the United States.” 6 USC § 101 (15).
Although there is a belief that “State” with a capital “S” is separate from what the founding fathers intended, it seems it is not.

You will find that the word “State” is referring to the body politic and the same State sending delegates - it is actually the ‘State-of-State” organization. It is a piece of paper and delegates. It is not the physical state. Based on the Roman Law capitis diminutio adding the capital “S” provides for reduced status. The state is above the State and above the United States. This is consistent in the letters and the Constitution itself.
What does this mean?
States are taxed per the Constitution - not the people. The people as lawful Persons are a calculation methodology only.
The actual duplicity came from the Acts from Congress using the word “state” with a lower case “s”. From the Internal Revenue Code:
SEC. 182. And be it further enacted, That wherever the word state is used in this act it shall be construed to include the territories and the District of Columbia where such construction is necessary to carry out the provisions of this act. “An Act to provide Internal Revenue to support the Government, to pay Interest on the Public Debt, and for other Purposes,” Ch. 173, 13 Stat. 223, 306, June 30, 1864.
The use of the word ‘state’ is the physical geographical boundaries in all other writings including the Constitution. The writing in the internal revenue code was either intentional to confuse, or it was never corrected in the code.
"There are, then, under our republican form of government, two classes of citizens, one of the United States and one of the state". Gardina v. Board of Registrars of Jefferson County, 160 Ala. 155; 48 So. 788 (1909)
“there is in our Political System, a government of each of the several states and a government of the United States. Each is distinct from the other and has citizens of its own.” US v Cruikshank. 92 US 542.
Knowing the Law
Not knowing the law is no excuse. This is true for people as well as for the legal profession. What we are finding is the legal profession participants are not taught these methods of construction and definitions, and most of them do not understand the law and the construction of laws.
“Officers of the court have no immunity, when violating a constitutional right, for they are deemed to know the law.” Owens v Independence 100 S.C.T. 1398
Yet, someone is creating all these legislative documents. There is some controlling group of perpetrators who properly and consistently write these codes for the United States and for the States. They all follow the same basic construction.
How did mankind get duped?
We believe we are a citizen of the United States. If you believe it, then it is your truth. But, we, as a new nation, were men and women who lived on the land of the states. This sovereign condition was handed down through a Head of State with sovereign lineage originating in the Magna Carta. But, more importantly, through law as it was before, is during and will be after we are on this planet. We are mankind who is the author of law and creators of all these paper things. It is your choice to be subject to them.
It takes distractions and events to get people thinking with their emotions and not their critical thinking skills.
Ever hear of not letting a crisis go to waste?
Well the elites of this world create one chaos after another to create fear and then plant seeds of change that favor the elite and their control. These are reflected in the legal codes, rules, acts, procedures and statutes. Yet, we think they are about mankind, when in fact, they are about persons.
Your whole world is an illusion of paper things in the form of corporations, licenses, certificates, and registrations. They are all persons.
